Carroll Creek Park
Carroll Creek Park began as a flood control project in late 1970’s - an effort to remove downtown Frederick from the 100-year floodplain and restore economic vitality to the historic commercial district. Today, more than $150 million in private investing is underway or planned in new construction, infill development or historic renovation along the Park.
As of June 2006, the first phase of the Park improvements were completed, totaling nearly $11 million in construction. Running from Court Street to just past Carroll Street, new elements to the Park includes brick pedestrian paths, water features, planters with shade trees and plantings, pedestrian bridges and a 350 seat amphitheater for outdoor performances. The next phase of construction which will continue the park improvements through to East Patrick Street, is expected to begin in spring 2009.
Public art is incorporated into the fabric of the park itself, including the Community Bridge; artwork on the Iron Bridge at the Delaplaine comprised of iron trees, scrolling plants, flowers and the occasional water creature; a bronze-cast drinking fountain under the suspension bridge at the C. Burr Artz Library; and future mosaics and sculptures to be installed in the near future.
While providing an obvious recreational and cultural resource, Carroll Creek Park also serves as an economic development catalyst. Private investment along Carroll Creek Park is a key component to the park’s success. More than 400,000 sf of office space, 150,000 sf of commercial/retail space, nearly 300 residential units and more than 2,000 parking spaces are planned or under construction. Creekside Plaza - Completed
Creekside Plaza, a 90,000 sf office/commercial/residential building on the northeast corner of Court Street along Carroll Creek is bustling with activity. Located in the heart of historic Frederick, this building is home to The Green Turtle and Wachovia Bank on the first floor, three floors of office space which is home to Warner Construction, R&J Builders, America East Mortgage, United Title Services, LLC. and, Real Estate Teams. The top two floors house 11 residential condominiums, with 5 of those spaces still available.
And just announced: In March 2008, Creekside Executive Suites and Conference Center. The Creekside Executive Suites and Conference Center will allow tenants to conduct small to large scale meetings. The nine conference rooms can be open to accommodate up to 150 people. Local businesses are invited to utilize the conference facility for their respective meetings. The Creekside Executive Conference Center will be the largest downtown meeting facility.
United Fire - Proposed
Located on the South West side of the Creek at Market Street, plans for this project call for new construction with 30,000 sq ft of retail (7,500 sq ft) and office (22,500 sq ft) space and will incorporate 22 on-site parking spaces as well as use of the Court Street Parking Deck.
South Market Center - Completed
On the north side of the creek between Market Street and Carroll Street is the new South Market Center. The 3-story, 43,000+ sf building offers2 floors of office condominiums and ground floor retail and restaurant space offering outside patio seating. Numerous office tenants already occupy the upper two floors and Ben & Jerry’s, Five Guys Hamburgers, Hinode Japanese Restaurant and La Dolce Vita Café are currently open on the ground floor. One remaining ground floor space is still available for lease. Twenty-five below-grade parking spaces are included for building tenants.
Maxwell Place - Completed
On the south side of the creek, directly across from South Market Center, is Maxwell Place. A 68-home wood framed, residential condominium community also houses a 200-space, privately maintained parking deck located in the center of the condominiums with a controlled access system. One hundred of the spaces are available for public use.
The Galleria - Proposed
This site, being developed by The Wormald Companies, is located adjacent to the Delaplaine Arts Center, the Community Bridge and the MARC train station on South Carroll, South East and East All Saints, respectively. The Carroll Creek Galleria (former City-owned Site D), has received all design approvals and it’s expected that construction will start in early 2008. Uses will include 127 condominiums, 34,000 sf of retail space and 550 parking spaces. The project recently won the Smart Growth Alliance award for being a model for smart growth in the Metropolitan Washington region.
One Commerce Plaza - Proposed
This projects’ conceptual design builds on the City of Frederick’s “New Gateway” plans, which encompasses the planned East Street extension. Formerly the City-owned Site F, this proposed 100,000+ sf, 6 story office building will offer retail on the 1st floor, conference/banquet space on the 5th, offices on the 2nd, 3rd, 4th and 6th and 75 underground parking spaces for the building tenants. Design plans have been approved by the Planning Commission and it is estimated that construction will begin in 2008.
Tourism Council of Frederick County Visitor Center - Proposed
The Tourism Council of Frederick County plans to locate on a portion of former Site G. The desire is to renovate a 6,250 sf, 105-year-old cannery warehouse on the site of the former Frederick Spoke Factory, located on the corner of Commerce and South East Streets. The building will house the new Frederick Visitor Center, as well as Tourism Council administrative offices. Final design plans for this building renovation are underway, with renovation & construction completion planned for 2008/9.
Board of Education Administrative Offices - Proposed
The Frederick County Board of Education plans to consolidate offices in a new building on the corner of East South and South East Streets. The 100,000 sf office building will accommodate 250-300 employees and provide meeting space for the Board of Education public meetings. A city parking deck is also planned for this site, with an approximate capacity of 550 spaces.
Monocacy Valley Canning - Proposed
The current plans for the Monocacy Valley Canning building, located on the northeast corner East and South Streets, call for a mixed-use project consisting of 30,000 sq ft of office and 5,000 sq ft of retail space. There will be some on-site parking as well as parking at the City planned Deck, to be located across the street.
McCutcheon’s Mill - Proposed
The design plans for the much anticipated expansion of the existing McCutcheon’s business, located at 13 South Wisner Street, are well under way. This addition will be a retail facility with frontage on the Carroll Creek Park. The building will be comprised of approximately 34,000 square feet of retail space and a covered parking area at ground level.
McCutcheon Apple Products will utilize approximately 6,000 square feet for their new retail outlet. The remaining 28,000 square feet will be available for lease and is targeted at restaurants and other food and retail establishments. The building will include two levels of covered porch space, a five-story observation tower, covered parking and a 20 foot working water wheel.
McHenry’s & Union Mills - Proposed
McHenry's, located on the corner of East and Patrick Streets and Union Mills on East Patrick Street, on the north side of the creek, are in the design stages and are proposed to include 55,000 sq ft of Office and 37,000 sq ft of first floor retail/commercial space. Some onsite parking is planned and the use of the new City Parking Deck, to be located on Site D (The Galleria) will be available.
Sites J&K - Proposed
These City-owned sites are under contract by Clark Realty. Plans call for 249 luxury, class A residential apartments, with about 1/3 of those facing Carroll Creek Park. There are plans for a pool, fitness room and other amenities. Approximately 4,500 sq ft of retail is planned on the first floor, fronting Patrick Street. Parking will be available for tenants.
