Director of Economic Development

An urban planner and economic developer with over 30 years of experience, Richard has worked at the city, county, and regional level in several states. Hailing from Asheville, North Carolina, he is a U.S. Army veteran. He, his wife Lynne, and three boys live, work, and play in Downtown Frederick. He is a 2010 Leadership Frederick Graduate and a 2019 Leadership Maryland Graduate.

In his role as Director of Economic Development, Richard oversees the City’s Department of Economic Development, the downtown parking system, Frederick Municipal Airport, and the Weinberg Center for the Arts. Richard additionally serves on the board for Fort Detrick Alliance, East Frederick Rising, and the Maryland Economic Development Association.

Manager of Economic Development

Mary Ford-Naill joined The City of Frederick in 2017 as its Manager of Economic Development.  Prior to this role, her career included over 30 years commercial and residential real estate industry experience.  Mary’s current role focuses on promoting business attraction across key industry sectors and implementing business expansion and retention initiatives within the city. Mary is passionate about service to the community and is an active member of Rotary International and has served in leadership roles at both the district and local levels. Mary has a MBA and BA from Hood College.  She is a graduate of Leadership Maryland (’23) and Leadership Frederick (’03). Mary is a current board member for the Golden Mile Alliance and techfrederick and has previously served on the board for Frederick County Chamber of Commerce, Saint John’s Catholic School, and Downtown Frederick Partnership.

Business Development Specialist

Kennedi joined the Economic Development team in 2025 as a Business Development Specialist. In her role, she supports the small business sector in the city. After earning her Master’s Degree in Business Management and Leadership from Notre Dame of Maryland University in 2021, Kennedi applied her expertise in operational management to establish her own urban media company. Kennedi actively serves on the Maryland Commission on African American History and Culture by appointment of Governor Wes Moore and has previously served on the Public Art Commission and Maryland Ensemble Theatre board.

Andie HeadshotAndie Feldman

Economic Development Specialist (Bilingual)

Andie joined the Economic Development team in December 2025 and is a recent transplant to the Frederick area. Fluent in Spanish, she brings a strong background in economic development and a global perspective shaped by years of international living. Andie earned her bachelor’s degree in economics from the College of William and Mary and began her career in FinTech, working with organizations including Goldman Sachs and Earnest. She later transitioned into local government and economic development with Salt Lake City, where she developed a passion for community development and placemaking rooted in diversity, inclusivity, and sustainable growth. Andie is enthusiastic about building meaningful connections and supporting the Frederick business community as she contributes to the region’s continued growth and success.

Office Manager

Cynthia “Cindy” Perez is the Office Manager for the Department of Economic Development for the City of Frederick. She joined the City in July 2023 as an Administrative Assistant in the Office of the Mayor, where she supported executive leadership, coordinated interdepartmental operations, and served as a primary point of contact for residents, businesses, and partner organizations. With more than a decade of administrative and operational experience, Cindy brings a strong background in workflow management, financial coordination, grant support, and public-facing communications to her role. Born and raised in Silver Spring, Maryland, she relocated to Frederick in 2017 and has been committed to public service ever since. As a first-generation American whose family owns and operates multiple small businesses, Cindy brings a deep appreciation for entrepreneurship and economic growth. In her current role, she focuses on operational excellence, organizational efficiency, and providing responsive support to staff, stakeholders, and the business community.
